Default template_css.css question

I like the webkit a lot - it really speeds up template development and cuts down on errors. I've only used it in conjunction with learning how to work with Joomla to date but now am beginning some more serious template designs and had a couple of questions. I want to mainly be able to change things in the current template like from px to ems or % add in my css layouts etc - using kind of a framework methodology. I know there are a lot of different ways to do this from snippets, find-replace etc, and additional external style sheets. @import would probably be fine for adding custom layout divs. It would seem to me the simplest way would be to link my css sheet after the template_css.css in the index.php header if I want to change basic body styles etc.

Any inputs appreciated. Looking forward to the next version.
