How to add title, keyword and description tags

I can't find out how to add the title, keyword and descriptions tags to head of my template. Is there a way to do this through v2.1?

It's done via the Joomla CMS Content back-end it has nothing to do with Joomla Template Kit.

I have Show Title Meta Tag turned on in the global configuration is there any where else it needs to be selected?

Yes per article and category and sections.
