Default CSS Questions

I noticed that the JTK 3 CSS is divided into multiple CSS files. One of them is layouts.css which is empty. Was this ment to be?

Since I want to use a horizontal top menu I changed the

.menu {
display: inline;
...}

but did not turn it into a horizontal menu.

Any suggestions are greatly appreciated.

I found ".menu" in the navigation.css, And I believe that joomla wants to be set in legacy mode(default is list)...Hope this helps...
